Aqqount Director Sounay Phothisane Appointed to the LNCCI SME Service Center Board

We are proud to share that Mr. Sounay Phothisane, Director of Aqqount Investment and Consulting, has been officially appointed to the Management Board of the SME Service Center (ສູນ ສບວ), a dedicated centre under the Lao National Chamber of Commerce and Industry (LNCCI). The appointment was confirmed by LNCCI Decision No. 1513/LNCCI, dated 12 October 2026, and the new board convened its first meeting on 15 October 2026 at the LNCCI office in Vientiane.
For Aqqount, this is both an honour and a responsibility. Small and medium enterprises are the backbone of the Lao economy, and the SME Service Center plays a central role in helping them start, formalise, grow and compete. Contributing to that mission alongside a respected group of business leaders reflects the work we do every day for entrepreneurs and investors in Laos.

A national mandate to strengthen Lao SMEs
The SME Service Center was established under the Lao National Chamber of Commerce and Industry to support the development of small and medium enterprises across the country. Its role is practical: to help business owners understand regulations, access services and advisory, build capacity, and connect with the wider private-sector ecosystem. In an economy where SMEs account for the large majority of registered businesses and employment, a well-run service centre is an important piece of national competitiveness.
The newly formed board brings together experienced professionals from accounting and advisory, legal services, finance, trade, technology and entrepreneurship. The intent is clear — to give Lao SMEs guidance that is grounded in real business experience rather than theory.
About the appointment
Under Decision No. 1513/LNCCI (12 October 2026), the Lao National Chamber of Commerce and Industry appointed the new Management Board of the SME Service Center. Mr. Sounay Phothisane, in his capacity as Director of Aqqount Investment and Consulting, was named a member of the board.
The board held its inaugural meeting on 15 October 2026. The agenda covered the centre’s organisation and operations, its role, duties and scope of authority, and the development direction for the period ahead. The session was opened by the centre’s chairman, Mr. Somjit Inthamith, Honorary Advisor to the LNCCI.

What the SME Service Center does
The centre’s work focuses on the everyday needs of growing businesses. In practice, that means helping entrepreneurs with the steps that are often the hardest to navigate alone:
- Understanding business registration, licensing and compliance requirements in Laos
- Improving financial management, bookkeeping and tax readiness
- Building management and operational capacity for sustainable growth
- Connecting SMEs to advisory, finance and market opportunities
- Representing SME interests within the national private-sector dialogue

Why this matters for Lao SMEs and investors
A stronger SME Service Center benefits the whole business community. For local entrepreneurs, it means clearer guidance and better support at each stage of the business lifecycle. For foreign investors looking at Laos, it signals an environment where institutions are actively working to make it easier to establish and run a company, and where credible local partners are available to help.
This is precisely the space Aqqount has worked in for more than fifteen years — turning complex regulatory and financial requirements into clear, practical steps that businesses can act on with confidence.
Aqqount’s role and commitment
Aqqount Investment and Consulting helps companies, investors and entrepreneurs establish, operate and grow in Laos. Our team combines local business knowledge with hands-on execution across company registration and licensing, accounting, bookkeeping and tax, audit and compliance, corporate secretarial and governance, HR and payroll, and market-entry and business advisory.
Through this board role, we look forward to sharing that experience in service of Lao SMEs — and to listening and learning from fellow board members and the entrepreneurs the centre exists to serve.
“Small and medium enterprises are the foundation of our economy. To help build a service centre that gives Lao business owners real, practical support is a genuine privilege. We are grateful to the LNCCI for its trust, and we are committed to doing the work.”
Sounay Phothisane, Director, Aqqount Investment and Consulting
