Luang Prabang International Airport PPP Project

Luang Prabang International Airport PPP Project

A government-led competitive bidding process to select a private developer to operate, maintain, upgrade and expand Luang Prabang International Airport under a public-private partnership, with transaction advisory support from IFC.
STATUS: Under Development
2026-09-17

Overview

The Government of Lao PDR, through the Ministry of Public Works and Transport (MPWT), is running a competitive bidding process to select a private developer to operate, maintain, upgrade and expand Luang Prabang International Airport — the country’s second-largest airport and the main air gateway to the UNESCO World Heritage town of Luang Prabang. The International Finance Corporation (IFC) is providing transaction advisory services to structure the bidding process.

Location

Luang Prabang International Airport, Luang Prabang Province.

Investment Context

The project follows a Request for Qualification (RFQ) issued by MPWT, inviting international airport developers and operators to prequalify for the concession. Prequalification applications were due 6 May 2025, and industry reporting at the time indicated several regional and international airport operators submitted applications. This is a multi-stage process — prequalification is an earlier stage, not a final concession award.

Investment Information

No investment amount has been published in the sources AQQOUNT reviewed. IFC’s own project disclosure lists the transaction value as pending. AQQOUNT has not located a confirmed investment figure and is not estimating one.

Regulatory Context

The project is structured as a Public-Private Partnership (PPP) under Lao PDR’s general PPP framework (Decree on Public-Private Partnership, No. 624/Gov, 2020), with the Ministry of Public Works and Transport as the responsible contracting authority and IFC engaged as transaction advisor since December 2023. AQQOUNT has not independently reviewed the specific concession agreement, since it does not appear to be publicly available at this stage.

Investor Considerations

  • This is a competitively bid PPP concession, not a direct-negotiation opportunity — participation requires qualifying through the government’s formal bid process.
  • As of AQQOUNT’s research (September 2026), we have not located a public confirmation of whether a concessionaire has been selected since the May 2025 prequalification deadline. Investors should confirm the current stage of the process directly with MPWT or IFC before proceeding.
  • Specific concession terms, contract duration and financial structure had not been published in the sources AQQOUNT reviewed.

Source & Verification

Primary source: IFC Project Disclosure #608037 (disclosed 18 December 2024, IFC approval 5 December 2023). Corroborating reporting: industry aviation/infrastructure press (April 2025) on the RFQ issuance and prequalification deadline. AQQOUNT checked this information in September 2026 and found no more recent primary-source update on project status.
