For a business listed on the Controlled Business List, the Law on Investment Promotion sets a statutory timeframe of 25 working days for the investment-license stage: the One-Stop Investment Service Office forwards the application to relevant sectors within 2 working days, those sectors return feedback within 8 working days, and the Office issues the license within a further 5 working days (with a joint-meeting fallback if feedback conflicts or is late). Only after the investment license is granted does the applicant proceed to a business operating license from the relevant sector.
