Mr Chen Guangbiao provides assistance, attracts investors to Laos

Chairman of the Board at China Enterprise Development Fund Management (Beijing) Co., Ltd., Mr Chen Guangbiao, who received the title of moral model and excellent labour model of China, will encourage assistance for communities’ development and attract Chinese entrepreneurs to invest in Special Economic Zones in Laos.

  When Mr Chen Guangbiao and his party came to do business in Laos, he took the opportunity to meet the President of the Lao Front for National Development (LFND), Dr Sinlavong Khoutphaythoune, to sign a Memorandum on Cooperation.


The cooperation is aimed at enhancing the friendly relations between the parties, states and peoples of Laos and China and fulfilling a joint statement between the top leaders of the two countries about the continuation of efforts to create a shared future between Laos and China.


It will also support implementation of the Memorandum of Cooperation between the Special Economic Zone Promotion and Management Office (SEZO) and the company, approved by the government on June 8, 2023, on people’s affairs according to the role of the LFND.


The Memorandum covers public charity, education, building human resources for disadvantaged people to create unity and the development of communities, localities, building human resources and strengthening the work of the LFND.


To study and research training to upgrade people’s labour skills in order to rise above poverty, and investigate the possibility of establishing the “One Belt and Road” non-profit charitable foundation.
This Memorandum of Understanding will be valid for one year and will be extended if the initiative is perceived to be beneficial and successful.


Under this partnership, China Enterprise Development Fund Management (Beijing) Co., Ltd. will provide IT equipment for the Vocational School in Pakngum district, Vientiane.


This will include 25 desktop computers and internet connection, videoconference equipment and its assembly along with 13 IP devices for use by the staff of the LFND office, worth 1.2 billion kip.
